Verified ReviewerI've never bought one. I don't need a cell phone and I don't like Apple. My grudge dates to the early 1980's and their crummy incompatible computers.

36 months , of rebooting, reinstalling,Os and IOS on 7 iPhone SE’s, An 8, an X , 5 Xs ‘s, 3 Mac mini’s, and numerous external backup drives and numerous networking devices and back up drives.

Some time has now elapsed since initial problem and there has been no further communication from Apple and therefore no resolution. I have requested a copy of the internal review of this matter and Apple have studiously avoided my requests.
User's recommendation: Contact Apple iTunes before you contact your bank OR make this unconscionable practice public.

Do you mean unlocking the device to be able to use the device with any carrier? If so, Apple does not, nor does any other phone manufacturer (like Samsung, LG, Motorola, etc), have anything to do with unlocking your device.
Any issues you are having in regards to that are strictly with T-Mobile (your carrier) and you are wasting time trying to get Apple to help. The ONLY thing that may be related to Apple during this process is that once T-Mobile unlocks the device, you must restore the phone so that it recognizes the unlock. However, if you mean the device has an Activation Lock, T-Mobile has nothing to do with this. If you have sent the proof of purchase to Apple twice and they still have not removed the activation lock, I would call their support line and ask them why.
It may be an issue with the proof of purchase you've sent over. Typically, Apple requires the serial number and IMEI of the device to be on the receipt, however sometimes carriers cannot provide receipts with that information and you may need to provide something else. Once the proof of purchase is sent, it should only take 24-48 hours at the most of the lock to be removed and then your son can set his phone up again. If you are still having issues after this, I would wait until the stores open up again.
Apple stores are closed everywhere outside of China but this may be the easiest method. Make a Genius Bar appointment, bring every proof of purchase you have and show it to your technician. They can bring those documents to their manager and as long as everything checks out, the manager should be able to override the lock. In theory, it should be a pretty straight-forward process.
(Note: for some reason this was address to Tim Cook but I am NOT speaking on his, or Apple's, behalf. Just someone who wants to help.)
